Public Sector Controls to Minimise Corruption

The independent Commission Against Corruption recently published findings from a study on reducing corruption opportunities relating to contracts. The findings indicate that government agencies are generally very good at identifying and analysing corruption risks, however agencies are not as effective at developing and implementing appropriate strategies to address the risks. Taking on board independent Commission Against Corruption’s findings, Asset Technologies Pacific is assisting Agencies to implement practical measures which will significantly reduce corruption opportunities.

Benefits of Corporate and Property Compliance

It is generally accepted that compliance with laws and regulations ensures that people are safe in the workplace and in public places and that business practices are protected from unscrupulous behaviour. However, another major benefit of corporate compliance is that it strengthens Australia’s international reputation for doing business. Australia’s private and public sector organisations’ adherence to local and relevant international standards ensures that oversees companies and governments see Australia as a strong trading partner with minimal financial, quality and supply and distribution risks.

Asset Management and Long Term Planning

To successfully manage built assets, infrastructure, open space areas and plant and machinery, organisations need to first define their assets in the context of their functional use and minimum performance requirements. Once defined, maintenance and capital strategies can be developed to ensure the availability, safety and compliance of the assets. Finally, a whole of life cost plan needs to be formulated to enable the organisation to justify funding applications and to ensure funds are committed in a strategic and prudent manner.

Successful Contracts Dependant on Strong Procurement Processes

Successful contracts require the necessary terms and conditions as well as sufficient prescription to ensure that all parties are fully aware of their responsibilities and obligations. Prior to selecting the successful tenderer, the market should be thoroughly tested through a fair, robust and compliant procurement process. It is important that an organisation not only undertakes professional tender practices but is also is perceived by the market as being ethical and fair to all parties. A well managed procurement process will subsequently attract the best market response and encourage a competitive bidding process.
